Is this the cover O-ring or motor-end flange O-ring?

No. Pentair identifies 070943 as the gasket at the strainer-to-volute flange. Cover O-ring 071433 and flange O-ring 071423 are different diagram items at different sealing locations.

Does the 5-inch reference describe the outside diameter?

The manufacturer diagram labels the volute suction flange as 5 inches. That identifies the connection; it does not establish the gasket outside diameter. Match the part number and flange assembly rather than relying on an outside-diameter assumption.

Seal the strainer-to-pump flange.

Pentair 070943 is the replacement flange gasket shown between the C Series strainer pot and pump volute. It is item 8 in the manufacturer diagram, at the 5-inch nominal volute suction-flange connection.

Check the assembly before ordering

Match this gasket to the installed C Series strainer-to-volute joint. It is not the cover O-ring or the flange O-ring at the motor end. The strainer pot, volute and fasteners are separate components.
